What does the "other reasons" mean when I deny a photo?

The check boxes you see match the photo requirements the cardholders sees when they upload a photo. If for some reason you want to add a reason, displayed in bullet point form in the denial email, you can chose "other reason" and proceed to write out that reason for the cardholder.
